As the health care summit discussion on insurance reforms ends with no improvements, the American people are still in dire need of real solutions. At ATP we offer 4 simple fixes. Without affecting the Private Health Industry, fundamental bypass solutions can offer up alternatives for people without making anything mandatory! All of this can be implemented for under $10 Billion!

1. We propose an Opt-In National Health Insurance plan that costs no more than $600/ year or $50/month.  The initial funding for this will draw on $6 Billion in reserve funds.  With the greater numbers of National Insurance recipients, the Plan will have tremendous bargaining power. We anticipate the initial number of participants as high as 20 million. Annual revenue of $12 Billion is expected. Support for people with pre-existing conditions will be included. Everyone will get Basic Health Care. The Services Not Covered are Organ Transplants, Chiropractic, Massage, Holistic Medicine, Liposuction, Cosmetic Surgery, and Dental Care.
2. We want to build and deploy 200 Mobile Medical Units at a cost of $5 Million per Unit. The total production costs will be $1 Billion, with an additional $1 Billion in operating expenses. This will include training and payroll for 4,000 EMTs on the Units. For a $25 waivable co-pay, they will deliver emergency medical, diagnostic telemedicine, and generic pharmaceuticals. The MMUs will operate on Biodiesel and Solar Energy. By rotating around cities 24/7, they will solve our ER crisis, lowering the burden on our current system.
3. We need to bypass the AMA and authorize the training of 3,000 Public Doctors. This plan would cost $600 Million to fund  their education at $200,000 per MD. In exchange for this investment, these puplic doctors will have to work in the system for 15 years at an annual salary of $100,000 per year. Their malpractice insurance will be included in the Salary Fund of $400 Million. The Initial Cost for all of these Public Doctors is $1 Billion Total. The income from their efforts will go toward paying their salaries and funding a program to build the malpractice insurance trust fund. Arbitrated claims against these doctors will be limited to $2 Million and lifetime Basic Health Care benefits.
4. We have allocated $1 Billion for Monitoring and Fraud Prevention and to draw on for special circumstances. This will set up a task force of Auditors to review medical practices by all providers of Medicaid, Medicare and Basic Health Services. Too often doctors and physician assistants are prescribing unnecessary exams. Guidelines will be set up for payment and authorization of "VITAL" tests. This will eliminate over booking of appointments, double billing, extraneous administrative costs and a host of other problems in the system that need monitoring. The funding for this program will be self sustaining with cost savings incurred by this oversight.

   These proposed changes can be legislated with a $10 Billion Bill no longer than 100 Pages. If any of these simple fixes are not implemented, the others will have a beneficial effect on America's troubled health care system. Even if funding for this is not authorized by Congress, the President can begin the implementation of some of these fixes by working with the VA Reform Bill.  Rebuilding our Veterans Medical Facilities will be adjunct to any of the above fixes. The overall health of our health care system will begin to take shape. These solutions will be like a bypass operation for a cardiac patient. Longterm benefits will be realized: like prevention of illness, disaster recovery support and enhancement of triage services.
