Major party qualifications:
Received 10% or more of the vote for governor /
lieutenant governor in the preceding election
Or has registration equal to 10% or more of the total
registered voters [118.551]
Primary ballot access:
1. State Board of Elections
Nominates candidates that qualify for matching
federal campaign funds [118.581]
The nominated candidates:
File a notice of candidacy with the Secretary of
State with the filing fee of $1,000 by the last
Tuesday in January [118.591]
2. Petition (for those not selected)
Petition: 5,000 signatures of registered voters of
the same political party [118.591]
Or file a notice of candidacy and a certification by
the FEC that, by the filing deadline, the candidate
has qualified for matching federal campaign funds
Orfile a notice of candidacy and evidence that, by
the filing deadline, the candidate’s name is
qualified to appear on the presidential preference
primary ballot of his political party in at least 20
other states [118.591]
Fee: $1,000 (required by all above candidates)

Political organization qualifications:
Received at least 2% of the vote of the state at the
preceding election for presidential electors [118.325]
(Note: no political organizations qualify in Kentucky

Petition: 5,000 signatures of registered voters

Signatures shall not be solicited prior to the first
Wednesday after the first Monday in November of the

Write-In Information
The candidate must submit the following to the Kentucky Secretary of State:
1) A “Declaration of Intent To Be A Write-In Candidate” form, which will require the following information:
a) Both President and Vice-President must sign the one form.
b) The names of 8 electors pledged to the Presidential candidate.
2) A filing fee of $50, by check made payable to “Kentucky State Treasurer”.
The form and fee are due by 4pm, Kentucky time, October 24, 2008.
